OK, I got it. I think the cause of it was my trying to make it retract a little more so the belt wouldn't get caught in the door when I closed it.
I gently pulled the belt out till it hit the stop point but continued to gently but firmly pull the belt and it fully extended.
It works good now so I won't force feed it anymore and hopefully it will be trouble free.

On my '87 the drivers seat belt stopped extending far enough to reach the buckle. The lap belt extends like normal but the shoulder belt locks up about half way out. Any ideas on how to fix it?
